The raise for 1999 approved by President Clinton has set off many political debates. One of the debates being focused on is compared to the civilian sector pay. I don't believe that all of the President's opposition disputes the military a pay raise. I believe that some may agree that the raise is not enough to solve the militaries' moral and retention problem.
